Eastern Sabah Security Command (ESSCOM)

A department under the Prime Minister's Department. Eastern Sabah Security Command (ESSCOM) was established on March 7, 2013 following a Sulu terrorist intrusion in Lahad Datu, Sabah in February 2013. ESSCOM is the security enforcement agency that oversees the Eastern Sabah Security Zone (ESSZONE) in protecting the sovereignty and strengthening security in the east cost of the state.

ESSCOM was established under the Preservation of Public Security Regulations 2013 (Malay: Peraturan-Peraturan Pemeliharaan Keselamatan Awam 2013) promulgated by the Home Ministry.

ESSCOM is headquartered in Lahad Datu.

Eastern Sabah Security Zone (ESSZONE) (Malay: Zone Selamat Sabah Timur) was launched on March 25, 2013 by the Prime Minister, Datuk Seri Najib Tun Razak. ESSZONE covers 10 districts of the east coast of Sabah namely, Kudat, Kota Marudu, Pitas, BCS, Sandakan, Kinabatangan, Lahad Datu, Kunak, Semporna and Tawau.

ESSZONE is headed by Sabah Chief Minister and assisted by a chief executive officer who will be a member of the public and be responsible for coordinating and safeguarding the functions and activities of the security forces and government departments and agencies in implementing all initiatives in ESSZONE.

In addition, seven police posts will be set up in Pulau Bum Bum, Pulau Gaya, Pulau Banggi, Pulau Mabul, Tambisan, Tanjung Labian and Cenderawasih in Felda Sahabat while in Sandakan, the Police Headquarters will be beefed up.

By setting up the ESSZONE committee, the government is adopting a holistic approach and not purely a military approach to protect eastern Sabah and find a solution to intrusion issue.

The main functions of setting up ESSCOM are:
  • to protect the democratic rights and process for the people of Sabah;
  • to strengthen security, public order and prosperity in eastern Sabah;
  • to resettle any individual or a group of people who are illegal immigrants or stateless persons, in a safe and suitable area.
