Perbadanan Tabung Pembangunan Kemahiran, abbreviated PTPK, is also known as the Skills Development Fund Corporation.

Perbadanan Tabung Pembangunan Kemahiran (PTPK) was incorporated on June 1, 2006 under the Skills Development Fund Act 2004 [Act 640] (Malay: Akta Tabung Pembangunan Kemahiran 2004 [Akta 640]), which provides for the establishment of the Skills Development Fund (Malay: Tabung Pembangunan Kemahiran).

Perbadanan Tabung Pembangunan Kemahiran is a federal statutory body under the purview of the Ministry of Human Resources, Malaysia which is responsible for the management of the Skills Development Fund.

The Skills Development Fund was initially established on December 14, 2000 as a Trust Fund under the Financial Procedure Act 1957 [Act 61]. The Fund was managed by the Skills Development Fund Division of the Ministry of Human Resources, which was set up on January 1, 2001.

The Skills Development Fund was transferred and vested in the Perbadanan Tabung Pembangunan Kemahiran (PTPK) when it was incorporated in 2006.

The main purpose of the Skills Development Fund is to grant skills training loans to trainees for the payment of fees, educational equipment and aids, and cost of living expenses during the trainees' period of training in an approved skills training programme. The Fund is also used for the purpose of granting financial assistance to trainees in approved skills training programme other than by way of skills training loan.

Perbadanan Tabung Pembangunan Kemahiran (PTPK) is headquartered in Kuala Lumpur.

The focus of the skills training loan funding has been on Sijil Pelajaran Malaysia (SPM) leavers and also students who drop out after Penilaian Menengah Rendah (PMR).

The total amount of loan funded depends on the programmes chosen and is between RM8,600 to RM24,000 per person. This amount includes training fee payment and also living allowance of RM300 per month.

The aim of the loan funding is to enhance the employee's qualifications either by:
  • undergoing retraining or reskilling;

  • undergoing skills training for improvement of standards or upskilling;

  • undergoing skills training to obtain certification based on knowledge and work experience.
