Malaysian Communications and Multimedia Commission (MCMC) is also known as the Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM) in Malay term.

Malaysian Communications and Multimedia Commission (MCMC) is a body corporate established in November 1998 under Section 4 of the Malaysian Communications and Multimedia Commission Act 1998 [Act 589].

The Malay abbreviation (SKMM) was dropped from its corporate name in June 2014.

Malaysian Communications and Multimedia Commission (MCMC) is the regulator for the converging communications and multimedia industry in Malaysia.

Main functions of the MCMC are:
  • to advise the Minister on all matters concerning the national policy objectives for communications and multimedia activities

  • to implement and enforce the provisions of the communications and multimedia laws

  • to regulate all matters relating to communications and multimedia activities not provided for in the communication and multimedia laws

  • to consider and recommend reforms to the communications and multimedia laws

  • to supervise and monitor communications and multimedia activities

  • to encourage and promote the development of the communications and multimedia industry including in the area of research and training

  • to encourage and promote self-regulation in the communications and multimedia industry

  • to promote and maintain the integrity of all persons licensed or otherwise authorised under the communications and multimedia laws

  • to render assistance in any form to, and to promote cooperation and coordination amongst, persons engaged in communications and multimedia activities and

  • to carry out any function under any written law as may be prescribed by the Minister by notification published in the Gazette.


Postal Services

On November 1, 2001, the Commission took over as the regulatory body of the postal industry which came under its purview under the Postal Services Act 1991.

The Postal Services Act 1991 [Act 465] was replaced by the Postal Services Act 2012 [Act 741] which came into force on April 1, 2013. New international postal tariffs was implemented on May 15, 2013.

Licensing

MCMC is responsible for the issuance of licenses under the Communications and Multimedia Act 1998 [Act 588], the Postal Services Act 2012 [Act 741] and the Digital Signature Act 1997 [Act 562].

Special Consumer Issue

In early 2012, the MCMC implemented the action of termination of telephone line on illegal advertisements in local council areas through an official request by the local authorities to MCMC. This is to overcome issues regarding illegal advertisements at public places and facilities by companies or individuals such as illegal money lending, performance enhancing drugs and massage services.
