MSC Malaysia e-Xpats Centre

MSC Malaysia e-Xpats Centre was launched in 2009 as a one-stop centre to assist foreign or expatriate knowledge workers and MSC-status companies in applying for the relevant passes for employment and stay in MSC Malaysia.

It also functions as a hub to streamline the transition for foreign businesses looking to expand their operations to Malaysia.

MSC Malaysia e-Xpats Centre is managed by the Multimedia Development Corporation (MDeC) in collaboration with the following government agencies:
  • Immigration Department of Malaysia

  • Ministry of Home Affairs

  • Ministry of Foreign Affairs

  • Ministry of International Trade and Industry

  • Royal Customs Department

  • Malaysian Industrial Development Authority

  • Ministry of Finance

  • Royal Malaysian Police Department

  • Malaysian Embassies and Consulates abroad


MSC Malaysia e-Xpats Centre is located in Cyberjaya, within the Industry Development Division (IDD) of MDeC.

Services provided by the centre include:
  • door-to-door logistical arrangements in collection and delivery of passports or relevant documents

  • review and consultancy for applications

  • submissions on behalf of MSC-status companies to the Immigration Department of Malaysia for issuance and endorsement of passes

  • facilitating the application process for permission to source capital and funds globally by liaising directly with Bank Negara Malaysia

  • consultancy services on procedures to duty free importation of IT or multimedia equipment application and liaising with the Ministry of Finance on related matters

  • processing duty free importation applications


The online e-Xpats system is an application services for employment passes for expatriate knowledge workers of MSC-status companies and institutions in Malaysia. The system is linked to the Immigration Department of Malaysia and Malaysian Embassies and Consulates overseas.

The online e-Dfi system is an application services for duty free importation of IT or multimedia equipment.

To qualify as a knowledge worker, an employee must meet the following requirements:
  1. tertiary qualification from an institution of higher learning in any field; or

  2. diploma in multimedia, ICT or specialised ICT certification with minimum 2 years relevant experience; or

  3. professional, executive, management and technical, work categories in IT enabled services such as IT or IS professionals, finance or accounting and business administration.
