You can brew wine at home e.g. a small jar for your own consumption but selling it is another story. The fragrance of rice and yeast fermentation is quite strong. If your neighbor has no complain, meaning no tip-off. You need a license to sell liquor which has more than 8.88 percent of alcohol content.

In fact, a lot of people locally are producing homemade rice wine (huang jiu) or tapai. Operation is very hush-hush. Some are selling to friends, relatives and even coffee shop owners they have known for years. If you are selling to any other third party, seeing uniform officers around, you'll be in trouble.
