Working on Public Holiday compensated with replacement leave only?

I need help on the following issues:

1. The Company has imposed that an employees working on Public Holiday will be compensated with only replacement leave. Is this allowable?

2. The Company has imposed that an employees (working on shift) is not entitled for public holiday if their leave falls on the public holiday's day? Is this allowable?
