Does the employment act cover "no pay leave"?

Can the company state that employee taking such leave shall not be entitled to bonus, EPF, medical claims, medical leave and other monetary benefits?

Employment act does not specifically cover "no pay leave" but if employee needs to go on leave and do not have any annual leave balance, employee can apply for no pay leave which is subject to approval by the company.

If your company has approve the no pay leave, why do you want to effect other monetary benefits?  I would recommend that if your employee is taking too frequest 'no pay leave' you have the right to refuse the leave and should the employee continue taking no pay leave without authorization, you can take disciplinary action against the employee. 

Some companies take this no pay leave factor into their annual performance appraisal that may effect the employee bonus.  This will deter or minimise employee taking no pay leave but you can't say that employee who take no pay leave is not entitled to certain benefits.
