Probate Obtained: Executor supposed to release RM10,000 to beneficiary but no cash to be distributed. What to do?

I have a question on the will after release...

After the probate is obtained and supposedly, the executor has to release RM10,000 in cash to beneficiary X, however the executor did not release by given a reason that he/she did not inherit any cash and there is no cash in the decease's bank account.

I've been asking the question by when he can pay back the money according to the will but he keeps given an excuses that no money and not able to pay for time being.

Thus, I would like to know if there is a time period that after we obtain the probate, the executor has to release the property or money accordingly to the will to all the beneficiaries? What should I do?

Is there any possibility that the estate is insolvent? Meaning that it owes more than it owns and thus no more asset to be distributed to its beneficiaries. Bear in mind that debts of the deceased has to be settled before the leftover estate to be distributed to beneficiaries.

If the debts have been settled but the executor still does not want to distribute the left over estate what can a beneficiary do? Please give a response as I think a lot of people faced this kind of issue. Thank you.

If the will says the son gets the bungalow and the daughter gets the cash, but when the person dies, if there is no cash, then the daughter gets nothing.  The son still gets the bungalow.
