Landlord did not pay the maintenance fees

Hi all experts,

I really need an advice for this. I am currently renting a condominium and found out that the landlord did not fulfill his obligations to pay the condominium maintenance fees resulting in many inconveniences action by the management office.
I would like to seek advise, since its bind to the tenancy agreement, can I terminate the agreement and demand refund of the deposits based on the reason above?

It may be easier if you tell the landlord that you will pay the maintenance fees and deduct it from the rental.
