My father had buy a piece of land from a friend . Document sign at lawyer firm but pending menteri besar signature  . We he been waiting for two years now. Question at this moment the land belongs to who . My father or still the landlord ? Pls advise .

If fully paid it belongs to yr father and Menteri Besar.

If paid earnst moneys only, after 2 years it is no-man's-land, belongs to M.B.

Not true, menteri besar indeed. The owner is the name on the title. If tge MB has not approved it, the landord's name is not changed than it still belongs to him/her.  Even you have paid everything and the name is not changed to to your father, he does not own it. So it is very important that he has all the necessary legalities sorted, good lawyer to stake his claim.
