Can the Landlord / Agent refuse to Pay back Deposit in Full

Hi,

I would like to have some advise on this. I'm renting with the rental amount of RM2,000 per month and paid deposit amounting to RM7,000 ( 1mth Earnest Deposit, 2 months Security Deposit + 1 month Utilities). I was informed by the agent recently that I will only be paid RM5,000, and the reason was because the advance rental was used for the February rent since i moved in on the 15th February. This is ridiculous because i am entitled to be returned the full deposit as i know, and I told him that if thats going to be done then I wont be paying for my last month rental. Please advise on this if I am entitled to get a full refund of deposit since there is no any damage to the unit.

Can your friend refuse to pay back money he borrowed from you?
