Developer forcing me to take 2 car parks after paying booking fee

I paid booking fee of RM3,000 to buy one unit apartment and clearly told my developer that I need only one car park but when I went to sign my sales and purchase agreement (S&P) the developer insist that I take 2 car parks saying that the unit comes with 2 car parks and I have to take it. Reason given was that the local authority, DBKL, has issued the unit with 2 car park and I have to take it by paying extra RM20,000.

The issue here is they took more than 3 weeks to tell me this.

Can developer do this to purchaser? I am so upset and angry with the developer, can I ask for full refund of my booking fee?

Please advise. Thanks.
