Can Landlord refuse to allow Tenant to move out belonging?

The situation:-

Tenant owed three months rental and tenancy is expiring by the end of December 2014.

Tenant requested to move out belongings by reason of they are required to reinstate the Premises to handover vacant possession to Landlord upon expiry of tenancy.

Landlord would like to withhold Tenant from moving out belongings to prevent Tenant from fleeing without settlement.

Can the Landlord to refuse Tenant to move their belongings as safety measure? What is the best advise to the Landlord?

Sure cannot lah!
Why don't you detain his wife until he settle all payments, better still.
