Malaysian ex-convicts who have served their sentence overseas, have their passports held by the authority?

Can ex-convicts who have served their sentence overseas, have their passports held by the authority though they were assured by the Malaysian Embassy that passport renewal will not be a problem back home.

In what situation that any authority has the power to withheld someone's passport?

On what grounds can a convict appeal?

Just go to the Malaysian Embassy and get exit documents. Come home and make new passport. There is no longer any sort of "renewal" of passport. Every passport is "NEW".
