Expired passport

My passport expired over 5 year, will i be able renew my passport in Malaysia consulate office. I had an expired conditional permanent resident visa as well which I try to get it renew and it require me for a valid passport as well. How and what other document or ID require to renew the expired passport? Is that any fine for renew the expired passport?  Is that any consulate of Malaysia near to Michigan ? I need some advise please.
