If you possess or sell pornography in Malaysia, it is illegal and subject to a fine of up to RM10,000. However, Malaysia does not censor or bar pornographic materials from the internet. Enforcement is weak and the government does not have the technical capacity to filter such internet traffic.

As mentioned by LoyerBrook, yes, normally a person will do it in privacy of home since Malaysia does not monitor users access to websites on the internet. However, if you commit a crime and your computer sized by enforcement, you could get prosecuted for possessing pornographic pictures too. Merely visiting such sites should not be an offence. Don't download and store hundreds of them in your PC as though you are a sex maniac.

I decided to test your theory of "weak enforcement" when I went to Malaysia by attempting to access over private WiFi, LAN and cellular data connection and every time it came up that such sites are blocked by the Malaysian government.

It is blocked, yes. My concern is; will the law enforcer come after those who try to access it, or the oneĀ  that is successful in accessing it via tracking their IP addresses?
