How to do I check if I am a Judgement Debtor?

I was so impressed after reading the post here. I have a 21 years old debt but I do not know what is the status now. I have been shifting many places and changed many handphone numbers. At the moment, my CTOS is clean (after check). Just wonder, how and where to check if I am Judgement Debtor? I am afraid one day I will receive a Bankruptcy Notice from Kehakiman.

Really need help...

Go to the nearest court house, show your IC and they will tell you how to do it.

I am afraid one day I will receive a Bankruptcy Notice from Kehakiman.
How to receive it when they do not have your current address.
Due the passage of time, the likelihood is that your creditor has not brought any lawsuit on you other then sending bill collectors to your handphone.. Best is to go direct to court complex to check personally. The court clerks will not arrest you.

I went to Shah Alam Court to check.. 1st counter told me that I need a case number (which I don't have), they refused to check. Than I went to another counter, after asking, the clerk helped me to check and he said there is only a POA from another bank which is active.. no others record.

Is that all I can do? I thought I need to check and print out something myself and that would involve a payable fee?

Where shall I proceed now? Need your advice.

Did you ask the clerk the meaning of POA (is it English or Malay)?
Your debt default starts around 1999, there are many changes since then. Not much is known if it is a credit card or personal loan.

Why "another bank"? You had many or any other bank loans? Could be it the original bank was taken over by another bank? Or your credit card was issued by a Finance Company which was also taken over by banks?

My best guess is that there had been a lawsuit against you before but that bank did not continue with the lawsuit that is why it is still "active" with no further updates. You should also try to get the latest Bank Negara Malaysia CCRIS.

You may check with CTOS and or other credit listing companies, but I have to forewarn you that once you register with one (usually with your current ICand phone number), your privacy can be compromised.

Brief explanation of the Term POA stated above...

In Thailand of which I am now merely means "Power Of Attorney".

In Thai Criminal Courts, a PI (Private Investigator) can be given the POA by the Accused/Defendant to present evidence as a witness on a on-going criminal case and be cross-examined in court but cannot represent the defendants as their lawyers.

Different countries have their specifics of the POA functions.

Some powers are given from the assignor to the assignee as in Deeds Of Assignment. It is associated mainly in land dealings of which the landowner is usually overseas or in a precarious health condition (but still mentally sane certified by a medical specialist). Most of the time the assignee is the executor of a written WILL.

Will credit companies (beside banks and finance companies) update information in CCRIS or CTOS? Refer to those hire purchase loan for motors or cars.

CTOS is Credit Reporting Agency and is only one out of 5 that has been approved and registered under the Credit Reporting Agencies (CRA) Act 2009. The rest are:
SME Credit Bureau Sdn Bhd, 
RAM Credit Information Sdn Bhd, 
Dun & Bradstreet Malaysia Sdn Bhd and 
Financial Information Services (FIS) Sdn Bhd. 

CCRIS is a agency under Bank Negara Malaysia and only records transactions via banks (electronically) for bank loans.

My knowledge is limited as I have never used any of the above 6 credit reporting agencies. As far as I'm concerned, most will used CTOS (cheapest), RAM and FIS. The others are specifically for "deep reports" which can includes spouse(s) personal information which are costly.

Any commercial entity can subscribe and pay for information to acquire. It is not updating but paying to blacklist one's enemies. Like my ex-wife did to blacklist me in police systems by making faked reports.

Your "other debtors" can file and blacklist you by paying a fee for any "blacklist" with solid proof of debt, example, unpaid electricity bills, Unifi bills, etc etc etc. That includes licensed moneylenders (not under CCRIS).
