Property owner ignores Indah Water bill despite receiving multiple warnings from IWK

As tenants, we have not missed paying our utility bills, but it turns out that there was an accumulated sum, which the property owner has ignored for almost 9 years. The tenancy agreement states that the landlord is responsible for the charges in connection with the supply of water, electricity and sewerage until the starting date of the tenancy agreement. 

We have received multiple red warning letters from Indah Water Konsortium (IWK), which we have forwarded to the landlord (he ignores it and claim that he doesn't have to pay it) and have recently received a letter from a lawyer firm engaged by IWK. They are threatening to take legal action and cut off service in 14 days from the date of the letter. 

We are at our wit's end, and would appreciate any advice here. Thank you!

This is a forever issue between house owners and tenants.

This is between the name stated and Indah Water Konsortium (IWK), in the lawsuit, nothing concerning you.

cut off service in 14 days 
This however concerns you.
Today is the 1st, then hold back this month's rental until the matter has been resolved amicably with the owner.

The main issue:
The tenant did not view the latest Utilities Bills before signing the tenancy agreement. There can be more skeletons in the closet or even bodies buried in the back yard or even haunted house of which the rent is "extra" cheap compare to neighboring units.

First establish accurately from where the letter arises from, Bill Collection Agencies or IWK Lawyers. Some letters can be "fake letters". It is very common nowadays. I just received one a month ago, which stated "jeffrey Lee bin Abdullah" by email..!! Scams..!!
