Malaysia barring the entry of its citizens from abroad during RMCO?

Malaysians who exited the country during Movement Control Order (MCO) period are not allow to reenter the home country till the Recovery MCO (RMCO) is lifted. Approval from the Director General of Immigration is needed before hand. Is this ruling going against the constitution right as in Immigration Act 1959/63 Act 155? Any lawyer here can clarify?
