No, you cannot offer employment to any refugees.
Is there any clause stating that we cant hire a refugee to work in Malaysia?
There are a few laws NOT Clauses, stating that refugees cannot work in Malaysia.
Can they be caught for working with Malaysian employers?
Yes.
The refugee will be jailed and caned until UNHCR secure their release from jail.
The employer will be heavily fined and jailed too under Immigration laws.

Laws of the Land
1. Malaysia is not a signatory to any UN refugee convention.
2. 99% of the current refugees in Malaysia are economic refugees not asylum seekers displaced by the wars in their country.
3. Refugees are deemed illegals in Malaysia and is not protected by any laws unlike those foreign workers who have valid work permits who are protected by Malaysian Employment Laws.
4. Refugees have to be officially registered with the UNHCR in Malaysia.
5. Malaysian Employers must have a PERMIT to employ legal foreign workers. Even possessing a permit also cannot employ "refugees".
