Cheated by visa agents and 1 year overstaying in Malaysia

My brother did his degree in Malaysia and graduated in 2017. He wanted to find a job there hence he got a visit visa to extend his stay but coming back and forth every month to Sri Lanka (home country) wasn't an option and so his friend suggested that he knows a person who could get a 1 year visa and he took it. After one year (December 2018) he realized it was fake.

My parents got in touch with a policeman who said he would help him. He couldn’t arrest the agent due to lack of evidence but he found him a travel agent who claimed he could waive off the overstay and get him an exit pass without ban or jail term. My brother didn't want to get banned so we paid the agent RM3,500.

Few weeks later he said he successfully waived off the overstay and has now given the passport to the Immigration to get a exit pass. My mom doubts he actually did this. It has been several weeks and the man keeps saying he will do it. The process is dragging and the police officer is not answering our calls. What should we do?
