Can I resell items controlled by the Malaysian Government?

Currently a friend of mine is offering me to collaborate with him. He owns a repackaging company, he sells sugar, clothing liquids, food flavoring, mineral water, and others. A total of 1,000+ items. He imports some of the items from other countries. So he's currently supplying all these items to only army camps in Malaysia.

My problem is, if I as a nobody, open a shop, sell all the items that he is selling, is that legal? Just like how the manufactures supply to Myron, Tesco, Giant. From what I know, in Malaysia, some of the items' prices and quantities are controlled by the government. 

Please guide me through.

Just make sure that you apply for a licence to sell those price controlled items and make sure you get from legal sources.
