Child was bullied in playground, and false police report on me.

28 April 2018, my child was bullied by another child in a private company internal playground from 6:10pm-7:10pm. Around 7:10pm, my child's hand was clamp with windows and cry extremely loud, his hand was further clamped with even stronger force for about 20 seconds before I managed to request the staff to unlock the entrance and saved him. At around 6:15pm, the another child told me that she wanted to torture my child in front of me and her mum, and her mum provide her something to hit my child, as seen in CCTV. Continuous disturbance and torturing on my child by her child from 6:10pm to 7:10pm. I was observing the whole processes and the minor torturing like throwing object to my child's head is tolerable until the another child clamped my child's hand with windows, with total ignoring my child's laugh cry for about 20 seconds.

At that moment, only 2 children were playing in the private playground, and the place of incident is 2-3 meters away from 2 playground staff who sat on counter, with no action. 

After the incident, I scolded another child, and her mum came and claimed that I hit her child, and started to force me and my child not to come to the playground again as he cannot stand being tortured. She also challenged me to lodge police report, and send her a lawyer letter to "*****", but she refused to provide her phone and name.

With police report showed to the private company, i gained her name and phone number and called her by asking" Is your **** **** around P*****, tomorrow I will send her a lawyer letter as you requested" about 10 seconds long conversation. She then lodged police report on me as "disturbance".

May I know 
a) What is the mum responsibility for letting her child to torture my child even though she knows her child love torturing my child. She even argue that, torturing is normal among children. If my child cannot stand the torturing, my child shall not come to play in playground. Any law to sue her?

b) What is the definition of "disturbance" in law? While I am calling her for her actual address to send her a lawyer letter as she requested, for about 10 seconds long once only, can this be a "disturbance" in law? If not, can it be considered a false police report on me?

1. It is not a false police report.
2. Anybody can report anything to police, if police think it is minor problem, they will do nothing.
So in your case, police will do nothing, same as no police report.

What is your lawyer's advice on this case?
