Formerly, I can park my car at any parking bay at my guarded apartment area which the parking bays are open for everyone. After the change of a new management company, they allow residents to own parking on 'first come first serve'. I was late to apply so I can only own one parking bay but I have 2 cars. After that, the management has reserved around 30 parking bays for visitor parking. After a year, they rent 20 out of the 30 visitor parking to residents at RM100 per month. I think it is not fair for us as a resident who is unable to park at our home place or have to pay RM100 for the second parking. The action of the management above is it legal by law?

Yes, as the common areas are owned by the MC/JMB. The management controls the MC/JMB.
If you are owner of the apartment, you can try to get elected into the management committee.
