Landlord refuses to refund deposit. What can I do?

My ex-landlord refuses to refund my utilities deposit despite that I didn't owe any utilities fee. Is there any way for me to get back my money if this happened 2 years ago?

Yes.  As long as not longer than 6 years, you can sue the landlord at the Consumers Tribunal in Putrajaya.  At this tribunal, no lawyers are allowed. Go there and get the forms and ask about the procedures.
