Email regarding pay cut from employer as evidence?

I received an email from my employer last November stated that he will revised my salary if the shop business license isn't ready by the end of November.

Can I take the email as an evidence of breach of contract from employer side as my contract stated clearly that my salary is fixed within 1 year?
