I am from India. Last week I got NTL stamp in my passport - on tourist visa during interview.

Can I go to Malaysia after 2 months, on working visa?

What was the reason given for the "NTL"?

You can try. Bring all supporting documentations

on working visa
You do not have a working visa. You are on a Visa to visit Malaysia issued by the Malaysian Embassy.

Immigration Malaysia  at the Airport will issue you a 30 days Social Visit Pass (Tourist)
A Visa given does not guarantee ENTRY onto Malaysian soil.

Note: Do not overstay. There is no extension of stay. Do not be cheated by agents.
