Land title hold by relative and reluctant to return to us. How to get a new land title without a police report?

The rubber estate land property is belonged to my mom and my aunt, yet the land title has been stolen by an uncle who is reluctant to return it to us. The land’s value is estimated at RM590,000; in which my uncle would like to be the middleman to earn RM190,000 by selling the land on behalf since he is owning the land title. The aunt is unwilling to lodge police report to avoid hassle.

I would like to request for legal advice how could we handle this matter.

Could one party lodge police report and request for land title from land office? Kindly advise the detailed procedures please. Thanks in advance.

Whose name is written as owner in the title?
If your mum name is written as owner in the title, then she can ask for a replacement title from land office.

The land title's name is my mom and my aunt. However, my aunt is not willing to lodge police report. Could replacement of land title to be done by either party only? Thanks.

Is the uncle the husband of the aunt?
Why does your mother want the land title?  She wants to sell the land?
Is the aunt also willing to sell the land?

Is the uncle the husband of the aunt? Nope, brother of my mom and aunt, he is jobless hence needed the money badly now.
Why does your mother want the land title?  She wants to sell the land? 
Is the aunt also willing to sell the land?
Both want to sell the land now, just that the land title is with my uncle. My aunt is avoiding hassle of police report. While my mom doesn't want to be the 2nd victim being cheated by my uncle (my youngest uncle's land was sold by the greedy uncle, ended up having very less earnings). Kindly assist on the procedures of retrieving land title as my uncle will never return it to either mom/ aunt. thanks in advance.

Why do you keep talking about police report?
It shows how ignorant you are.  Your aunt is smarter.
There is no crime because the uncle did not "steal" the title.
Police will not act on a civil case, they will only act on a criminal case.

Both owners can go to land office to declare that the title is lost and ask for a new title.
Problem solved.
