Tenancy Dispute

My tenant refuses to pay rental and all utilities charges. Electricity bill around MYR5,000. He rejects my calls and not show up for discussion. I left no choice but to disconnect the electricity. Now, he sent me a lawyer's letter requesting me to reconnect the supply of electricity, else will claim all losses against me. What action should I take now?
