NEED MARRIAGE ; NEED IMMIGRATION VISA RULES ADVISE

I'm Chinese female & current pregnant 7 months, and my fiance is Nigeria.We are happy and going to planing marriage before our lovely baby come to the world.
Now my fiance had face the visa problem.He had submitted the passport to the college to clear overstay and renewal the student visa since this Jan 17. unfortunately, College told him the college license was expired can't process any student renewal visa. but can help to submit to immigration dept to clear the overstay and get the one month valid special pass. My fiance follow the direction of college PIC and the immigration agent (the middle man contact with imm.dept),went to immigration dept met up the officer and do the fingerprint early of May 17.And paid the processing fee they request,the agent promise the valid special pass will be come out by mid of May 17.Everything settle down.we are waiting
Until 7th June, the agent call us, said the immigration system change, they can't give the special pass to my fiance...
We really sad,can who please help on this?can give advise? my baby 3 more mths coming out....we need to marriage...   please help.

What special pass is the agent referring to?
A special pass is often associated as exit pass for overstaying and is accompanied by a ban for re entry for a period of time.

How much you paid to the agent?
You paid or yr bf paid?

Hi Jeff, because this college going to close, college mentioned is valid for student to settle their things during the valid month.Also can use apply to register marriage (but what name of this pass i don't know). they din't said will ban for a while to re-entry....

The college PIC and agent they collecting few thousand (sorry can't exactly tell the $$),and my bf been separated paid 2 times,is huge money. And the finaly payment the agent call when he need to money, no exactly tell the pass when will come out.

& I'm just account assistant, i really can't help on money part.
Until my bf sharing the situation to me.the things is not result.the passport still hold by them.i'm so sad, that's why i'm here to trying to help out what should we do now? i'm really really felt so upset this treatment, i believe our country is fair, my bf already follow what they need, but waiting and waiting finally give us a this news...

Why are you so protective of this agent?

I am asking again. How much you paid? I need to know the breakdown. I do not know you or the nigerian.

Who is holding the passport now?
Stressing yrself is not going to help you and yr babe. Watch out for post partum issues, whatever the actual term.

I'm not protect the agent. i really hope i can direct to immg detp to ask. but i can't, because i don't if i use the way is good for my bf or not. hope you understand.  

Total they request RM4500, until now my bf been paid RM3k.
& The passport was submitted thru agent, we not sure now on immg there or agent.

Facts
1. The passport is with the agent. Try to get it back tactfully and some moneys back if possible. Immigration do not keep the passports of any overstayers. Even if they do, an acknowledgement receipt will be issued.

2. On Jan 17, already expired student pass and overstayed, why? There is no renewal of visa, only student pass.

3. Why the need to a Marriage? There will no marriage in Malaysia for the next 3 years at least.
