Implication of bankruptcy upon debtor (beyond financial restriction)

My father is a debtor due to failing business approximately 12 years ago. He did not receive any order from court to declare his case, neither do i or any of the family members. Is there any implication and what is the next best cause of action?

He is old now and we are wondering if he is still entitled to receive government support like healthcare in government hospitals, elderly support like BR1M and etc? Most information pertaining to insolvency is related to financial and property matters only.

Is there any classification on bankruptcy status? His business dealings involves debt loans from banks and government loan facilities as well. How do we know if individual parties are taking action separately against him or is it irregardless what creditors it is now considered under DGI's jurisdiction?

The info you give is not clear

1. Is your father a bankrupt?
2. Was your father sued by any of the creditors?
