Caught working on Social Pass in Malaysia

I have a friend who was caught by the immigration police working on a social visa pass. The agency that he is supposed to be listed have not yet processed his working permit and agreed to let him work until he pays them once he got the money to process his visa. Nonetheless, they were just told that they just need to pay RM 1,800 for his release. What could be the next process for this? I understand that highly likely he'll be sent back home-- but can the agency apply for his working permit? Is the agency liable as well?

The Immigration should have 'Not To Land' (NTL) his passport in the first place.
