Land with 3 Joint Owners: Transfer part of property without notifying an owner?

There is a land under 3 persons name (Party A, B and C). Party A wants to transfer his 1/3 part to Party B. Do they need Party C to sign any documentation (14A transfer form, etc)? Party A can just transfer to Party B without notification to Party C?

Please advice. Thanks.

All parties must execute the Form 14A at the front page. At the 2nd page,  B will receive 2/3 and C remain 1/3. B & C will sign at the 2nd page

Can. C got nothing to do. A person can transfer the whole but not part of his land. Based on the land law.
