Father refuses to collect Baby birth certificate. How can the mother collect it?

I am married and separated from my husband due to some problem recently. But my second child was born on December 2016. I already applied for birth certificate with Jabatan Pendaftaran Negara (JPN) but my husband refuses to come to collect my daughter's birth certificate.

My question are:
1. Is there any chance I can collect without the father original IC? If I want to collect the birth certificate without the father being present what am I supposed to do? Do I need to get a lawyer or any police reports?

Describe how you apply. Did you use the marriage certificate?

my husband refuses to come to collect my daughter's birth certificate.
Why? The child is not HIS? If it is HIS, then he is stupid. In the event of any divorce, may not even get custody of one child. His chances of getting at least one child is higher if there are two children involved.

Is there any chance I can collect without the father original IC?
The Father has to sign further documents.

Do I need to get a lawyer or any police reports?
Lawyers or police do not have any authority over birth of a child.

A father has to be present to register Birth and to acknowledge legally the child is HIS.

There are too many cases in the past that women have run away from husbands and bear children with other MEN without getting legal divorce.

If you have applied for a " Judicial Separation " in Court, you can collect the birth certificate without the Father.
