Payment Request Without Clear Agreement/Contract

I would like to ask regarding a situation where, Party A asked for a quotation of advertisement services according to the stated budget. Then, Party B provided a informal quotation (without any invoice).

Party A decided to agree with the quotation and requested for an agreement and formal invoice. However, Party B did not provide the agreement/forma invoice and proceed with the advertisement service. Party A questioned Party B performance, but Party B did not provide explanation regarding their service.

After 3 weeks of advertisement, the performance did not reach Party A's target. The invoice was issued by Party B after 3 weeks of their service.

My question is, does Party A need to pay the amount as per requested? If Party A decided to ignore the invoice, does it affect Party A according to any law?

Party A and Party B are not originate from the same countries.

Party A decided to agree with the quotation and requested for an agreement and formal invoice.

A Purchase Order (PO) is a binding contract by itself.  It is a promise to pay.
So of course have to pay lah.  It does not matter if the invoice is given early or late.
There is no promise to provide an agreement in the quotation.

After 3 weeks of advertisement, the performance did not reach Party A's target. 

Analogy

Party A Male
Party B Female
Both enter into a Marriage Contract to start a Family
Party A expects son
A daughter is born

Party A refuses to pay living expenses (or help) of child citing non fulfillment of expectations.
