Case on intent to rape under age

 I have some question regarding the group assignment want to ask. There is one cases that i planned to put inside my assignment and there is one law involved that i heard in the session court( section 51a). I tried to search for the information relevant and i found that it is listed under massachusetts general law (M.G.L). I just want to ask is this law applicable in malaysia, because i failed to found anythings online to showed it's relationship with malaysia legal system. can someone briefly explained it

"Intent to rape"??

Rape child by female perpetrator? 

paedophile?

"intent to" means no penetration, so no rape charge

how to prove? video? Fellow witnesses? even a oral recording of "we are going to rape you" is useless as have to prove that actual person had done it. What if it is anal penetration? Using finger or broomstick?

What did session court( section 51a) says??

Malaysia has no laws against intention to rape and sting operations.
