Neighbor leaking problem

Hi. I own a single storey house. The wall outdoor separating my neighbor and I has leaked. I asked my contractor to check and he said probably leaking came from neighbor's underground pipe. I informed them to check and they took action. But few weeks later the leak happened again. I told them but they said they did everything and they not sure why it happen again. How do I take legal action because the leaking is really disturbing us as a family?

Me too this happen to my mom house. The leaking is so bad that my wall side is moldy and water is dripping. When I told them, the husband come over to have a look and as my contractor how much and when I follow up he kind of said he has no money.
They now moved out from the house and now rented it to foreigners instead !
