Penalty paid for lost car parking ticket not refundable when ticket is found?

Today I went to a shopping mall and parked inside the mall. My parking ticket dropped while I was withdrawing from an ATM. While putting the money into my pocket, I realized that the parking ticket was not in my pocket. I searched all the surrounding area and could not find it so I went to the Car park Management office and lodge a report. The Attendant asked to pay a fine and fill up the report form.

After paying I returned to the ATM to give a final search and found the ticket under the wire in-between the 2 ATM's. I went back to the Car park Office, to tell the Attendant that I found the ticket and requested for a refund but he refused to refund. I argued the penalty is for lost ticket but I have managed to find it and holding the original parking ticket but he refused to refund.

May I know if the the Management has the right to refuse refund although I have found the ticket?

Take the case to the Management and your problem could have been solved.

Attendant is just attending only, no power to refund.
