did landlord can seal the tenant house without court order?

No agreement or no black and white agreement between landlord and the tenant

If tenant things are still inside the house, my suggestion is to cut the locks.

If tenant things are no longer inside the house, my suggestion is to walk away.

tenant things still inside and still stay.. but the landlord seal the gate. and inside the home got children about 13years n 8 years.

my questions is, did landlord can seal without police report or court order?

If the tenant did not pay rent and if there is no tenancy agreement and refuse to move out.
the owner of the the house can lock up his own house to prevent vandalism and drug addicts from going in.
