How to file for single petition divorce

My bf separated with the wife for more than 8 years. 
He currently stay with me (we owned a property together that we bought about 3 yrs back) , until now the wife still refuse to sign the divorce paper and she is requested for a huge amount of cash to granted for kids future study fees and living cost. He pay her and his mother monthly to cover the kids meals , living expenses and schooling fees without fail. 

In this case , how should he file in for single petition ?

This divorce is sure to be complicated.
With children involved.
Nasty divorce.

Fees
1. Joint (Mutual) Pettition 4K
2. Single Petition starts from 6K onwards 
3. The longer the fight, the higher the fees.

Personal view
4. Sell the house with joint names. After the divorce, you will be sharing with her too unless an agreement can be reach among all parties in court.
5. On the surface already he is more at fault for the breakdown of the marriage.
6. If you can, provide the ages and sex of the children.
7. Is your bf's wife working?
8. Paying his or her mother? Whose house are the children living in now?

Divorces with children are very messy and "dirty"
Read my case and U would understand.
Even after 4 years of divorced, big issues remains until one dies first but i will the survivor first.

Answer to your personal view:

A: we just bought it coz we have no place to stay in first place. The divorce process will involve this property that we brought for sure ? Even after we brough it since he separated for many years ? If yes , changing his name to all under my name is it a choice ?

I leave this to the two of them , I'm sure they have something to say about.

1 Girl  18
2 boy 12 and 16

7. Is your bf's wife working? 
Yes , she work as legal assistant now. 

8. Paying his or her mother? Whose house are the children living in now? 
Paying his mother to cater food for them. They currently staying in wife house (after he and his father willingly change the property under her name few yrs back.) 
Besides also paying her for child living expenses and so on.

They attended gov marriage counseling few years back also they verbally agreed to do the joint partition. Also there is a draft written by both of them (not formal letter) signed and agreed to the divorce. However , when it comes to formal part , the problem is always huge money that is out of his capabilities, therefore the case is always hanging.
